> NB: I would propose that NUVA identify a set of critical vaccine codes that every system must have, and then the system codes are mapped one-to-one with those are counted. The measure would be the total number that can be mapped one-to-one, unambiguously.
>> FK - I am afraid that "critical vaccine codes" is totally context dependent. A code that is almost useless in France could be crucial in  Burundi. I feel that this acception of "non specific" is overlapping with "complete".
