Clear information ensures correct usage and interpretation of the vaccine codes.

==== Possible measure ====
We asses this as a three valued indicator: 0 if the meaning of the code without external resources is totally opaque; 50% if the code provides some knowledge about the aim and mean of action of the product (such as ATC); or 100% if the code also bears enough knowledge to determine the role and mode of operation of the vaccine.

> NB: Idea: What if we created a set of questions that the code system should be able to answer unambiguously? For example: Give me a list of all vaccine codes for pediatrics. Give me a list of all vaccine codes for Diphtheria. Give me all vaccines codes that are currently available to be administered. Give me all vaccinations that are abstract and okay for use for recording historical records but should not be used for recording administered vaccinations. 

> NB: Then once we have these questions we then weight each by importance and create as simple point-bases scoring system. Then the code system is evaluated by how many points out of the total that are given.
